I don't know about the work for everyone else, but I can say that funding delay or no delay without students ED won't be sending more money. In fact, as the student population continues to go down, the payments from ED also go down. Sure there might be plenty of busy work for everyone, but CCi needs cash.

Yes. Layoffs will be imminent if they don't fill classes. No students. No $. That's what happens when 100% of your income comes from students.
