Corinthian Colleges Inc. and the U.S. Department of Education missed a Tuesday deadline to agree on an operating plan for the troubled for-profit educator, although the government said it believes a deal could happen within days.

Corinthian follows the lax Late Work Policy for their 'students'. Their assignment to produce documents to the DOE is equivalent to a 'student' ignoring their assignments for 11 weeks and in Week 12 ask, "WHAT CAN I DO TO PASS THE CLASS? IS THERE ANY EXTRA CREDIT?" It's not surprising that they cannot create a plan by the due date!
