20 state AGs, 5 federal agencies and 3 criminal investigations and nothing has been proven?
So are all the above incompetent or is CCI brilliant?
Do not get me wrong, I think most of the accusations are true.

It's called piling on. The more agencies that file against them the harder it is to defend. Also if you're noticed, the federal and state governments have filed basically the same charges. Now the federal DOJ has filed civil charges over the same things.
"all the above incompetent or CCI brilliant" are not the only logical conclusions here. Federal investigations take time, this isn't a TV show. If you subpoena mountains of paperwork for possible evidence guess what: someone has to READ that mountain of paperwork. It's not magic, and criminal investigations take more than 1 hour plus commercials.
There is no big conspiracy here, OP. CCI lied and made a profit as a result of their lies.
If I'm not mistaken on somethings some items did not have to be proven since CCi admitted to the wrong doings.

The CFPB and the DOE have reviewed document supplied from CCI and have not changed their stance. The truth is CCI lied about placement. Nobody on capital hill is coming to their defense. Game set match.
Wait a bit, it takes a while to build a case. I am 100% sure some people will pay for illegal things.
