Jack and Dave have been planning this "rebranding" (which is, in effect, all it is) together since it became obvious to Jack that there was no way to keep the malfeasance under wraps. The entire intent is just to confuse ED, the AGs, the media, and the public for a few years longer to keep extracting billions of taxpayer dollars as "tuition" charges for "education." Nobody ever had any intent of replacing any of the bad apples. It would have looked good to make some changes and appear like some "reform" was taking place, but they couldn't. The bad apples are Jack's accessories and they need to keep getting loot since they know where the bodies are buried. Nothing will change. That's been the plan all along.

When I first read the OP it sounded a little conspiratorial. Looking back, though, there were some clues that CCI and ECMC were really close, including staff from each doing presentations together early last year and quite a bit of cozying at CCA.
That would explain why every manager has been saying "don't worry...we're golden....it's business as usual" with a huge smile on their face since this whole thing started in May. Gleeful jerks!

Hey, OP: Thanks for depressing me! I had a feeling in the pit of my stomach that something like that was probably going on behind the scenes, but a girl likes to have hope. I think I'll have a good cry and bottle of wine tonight. Screw ECMC! Screw CCI! I'll eventually get out and never look back.
Anonymous61202 - "They were just isolated incidents!" which is always quickly followed by "Nothing has been proven in a court of law!!!" and the conclusion that "Corinthian is absolutely above board and student centered in everything that it does!" Yeah, we're something to be proud of, alright. Ha!
That makes sense, especially considering all the affairs and nepotism in CCI.
Dave's already used the "isolated incidences" line that's so popular on the 4th floor.
