Will was more in charge than Scott if you ask me. He was vying for the CEO job because he knew Scott was looking
Scott was 300% over budget and acted without regard for the people he later fired. Such incompetence. So many victims and families of victims. Will also let Scott do this damage and did nothing to stop it.
