Based on program zbb and program needs. That could mean an entire BU or a part of a BU. No one size fits all answer. Within that there could be performance considerations for involuntary.

The company shrank from 79B to 63B. The employee count will now be sized to 63B.

Also any units not generating revenue and profits are trimmed down
