"people leave much more angry than if they were laid off, and bad-mouth IBM forever after"

Mass, regular RAs were bad enough, and people left angry then. Everyone has found out there's worse. With a PIP, there is no compensation at departure, getting unemployment benefits can be dodgy, and the explanations to employers are much more difficult.

"PLEASE note consulting has a very very high turnover, so IBM could just freeze hiring and accomplish the same goals."

Alas, it does not accomplish the same goals. PIPs and RAs allow IBM to pick off specific, targeted individuals -- such as older employees. Most, especially the ones who have survived to this point, have a mountain of knowledge and experience which is not valued anymore. Many, for very good reason, are just burned out and unmotivated. Who can blame them? Hiring freezes allow employee choice of who stays and who goes.

Whatever IBM is doing you think is bad, never underestimate the ability for IBM to do worse.

2naw I don’t know one individual who has been PIP’ed, RA’ed, or terminated who has ever recommended IBM afterwords. The entire process leaves a bad taste in your mouth because it’s so arbitrary (at best) and just plain illegal (at worst). Most folks end up at a BP after leaving and you can watch that BP’s IBM content fall off year after year.

PIPs... a lot cheaper from a separation cost perspective

Yes but while on a PIP there is plenty of time to sabotage, and knowledge-transfer is not part of a PIP, and people leave much more angry than if they were laid off, and bad-mouth IBM forever after. If they beancounters were not too lazy/inept to look at the other side of the ledger also, they might not only do layoffs instead of PIPs, but they would increase the severance package to avoid expensive mass badwill from ex-employees.

IBM will use PIPs... a lot cheaper from a separation cost perspective.

There is already a hiring freeze in place. At this point it’s just shuffling existing resources or get very high level approval from an exec to hire from outside.

An RA won’t help FCF for 2022 at this point because the upfront separation cost takes at least a quarter to recover. So Q3 action won’t help Q4.

Turnover is accelerating in all parts of IBM, so hiring freeze and PIP would show immediate results. Of course, mandatory in-office could help turnover show more results.

If IBM is going to take some actions, I would expect them to align with quarter end to show the street reduced personnel costs. That means given the current 30/90 parting gifts to be end of august notification and out the door by end of Sept. PLEASE note consulting has a very very high turnover, so IBM could just freeze hiring and accomplish the same goals. The days of parting gifts from IBM, may be over, and performance PIP’s may be the new norm moving forward. RA’s may still be offered for parts of the business that IBM is exiting, but that will be few and far between. I would expect the majority will be for New modernized Redhat offerings replacing older IBM SW offerings. As we come to the 3 year wrap on Redhat, what you see is mostly what you get. We should know in a couple of weeks
