Part of executive training is evading responses. If you actually have some integrity this is hard to do properly so it's actually easier to take someone clueless and determined to prove something at the expense of self-respect to daily and repeatedly say I don't know in various ways. Case in point witness the white house q&A sessions.

@pah+1nAGRlmj - the one thing SR could not do was at an HR open forum. She could not explain how repeat high performers would be identified with rewards, and said they did not know yet. Surprising, eh?
