Can someone tell who had the bright idea to have technical PMs in the Philippines? These people have no idea how to run a tech project.

yes, US based PMs do a great job!
US based mgmt team does not want to pay them! trend again is to offshore. its gonna bite WF in the a$$....
because the US based project managers do such a great job.
