Managers will be under scrutiny.

When all this passes, they will be the ones to blame for all the failures UP accomplished. Ceo has to report to shareholders and that will be his answer.. mismanaged discruntal employees

@OP There's nobody to scrutinize the managers except for other managers. If you think that will result in greater accountability then you're even more naive than your post suggests.

AKB.....it’s funny to read you calling the managers puppets....what are you? Everyone does as they are told or no longer has a job period. As for dishonesty it goes both ways. I have known managers that were very ethical and others that had zero integrity and the same applies to agreement employees. Everyone in the company is suffering due to the boards decision to go to PSR. Too bad there is zero empathy from either management or agreement employees.

They knew what they were getting themselves into when they took that job so have no sympathy for them. They signed on the dotted line for the money they get to take the fall just like everyone else has been doing since this started and it’s about time.

Yep, that's what Harrison said when he had to go before either the NTSB or AAR and explain the meltdown of CSX. Its always the employee's fault even though we're just doing what you say.
