@OP - if you're referring to the newly announced program to lose people by February 2021, my understanding is that this is HW3. I'm not sure that there is a published timeline for TMTS - I think it's more of an ongoing activity.
TMTS is all focusing on all site engineering. Anything from plant engineering, safety engineers, materials, process, etc. What I've seen is to have a very small footprint of engineers on site that coordinate work overseas.
I wonder what will happen to Spring Campus and all the empty seats these programs will create... Lease buildings to other companies?
This was HW3. TMTS is still coming but will be spread out over a multiple years.
The OP question is still on the table ... my understanding : not yet. More asset (people) optimisation to come following years (sugar coaster management wording).
Most of my knowledge of this is from snippets that trickle down from above.
HW3 = How and Where We Work
- Seems to apply more to Spring campus / EMRE folks and outsourcing them to KLTC/BTC
TMTS = Transforming Manufacturing Technical Support
- Seems to apply more to cutting site Technical (contact engineers) and outsourcing them to KLTC/BTC
They are 2 different studies altogether - although both would end up recommending headcount reduction, for efficiency.
One is about optimising operating leases to support the business, with the remaining, home-based.
The other is about a leaner and possibly, top-light organisational structure - with special emphasis on production, manufacturing, sales, marketing, retail, engineering and all business support services.

Wow good question...what if those studies are yet to conclude. This was just an appetizer
