Does Ford have the right to know if I have a second job if it doesn’t affect my job performance? Can they ask about any other employment?

idk basement tech lab checks out with the tech lounge in the lobby and "checking it out in the back" being a staircase iirc

Oh please, they don't do this cr-p. 1st..they cannot afford it. 2nd, if they approach this like they approach the rest of the HTHD positions they outsource...we got absolutely nothing to worry about.
At the GM Tech Center there was (maybe still) “skilled “ tradesman who owned a small BBQ business on the side. He frequently could not be found while punched in. He also was late more often than not. Over the years, many managers tried disciplining him. All eventually gave up because he would cry racism and harassment. HR is so weak, they would not back up the managers even with numerous printouts of his late punches. HR just told management to ignore it, instead of confronting the problem, and being called racists. Even the union committeemen were tired of this guy, and could not get through to him.

Why hasn't it caught my coworker who has a side hustle and uses company test vehicles on the daily and uses them to work his side hustle? Or are they just a bunch of id--ts running it who have no clue what they're doing? Like Ford HR?

Yes, they paid for your time, and that's exactly why you need to make a written statement saying "I am not spending my Ford hours for XYZ company (which is not a Ford competitor)."
This sentence is pretty much all you need to provide in the system for Legal approval. They don't need to know anything else. If someone is reluctant to provide such a simple statement, I doubt their other job is truly not overlapping with Ford.
If the companies do not overlap, it is not their business.

If you are full-time, contractually you need to disclose your other jobs just to declare no conflict of interet, meaning (1) your other jobs do not significantly overlap with your working hours at Ford, and (2) you are not working for a competitor.
I had a team member with similar situation. She disclosed it, I approved it, Legal approved it, and that's it.
Legally they can ask about any outside employment and even volunteering, as well as your role. However, unless the entity or your position can be determined to be in conflict with your Ford code of conduct you agreed to, they can’t tell you to quit.
They can’t ask for further details like compensation or work hours for example.
