So much money is wasted, it’s appalling. Bad concepts and designs, terrible execution planning, single source contracting to firms that are careless and value destructive in the field, no effort to competitively bid or foster competition. What a mess.

@cp+1k083sc1m It might be a generalization, but generally it still holds.

BPO is truly amateur, it's not quite as toxic an organization as DPD, but close to it. BPO has absolutely nil impact, it seems to just be run as a career progression platform for anyone in their execution group. If you're not in execution, you're also completely invisible and treated as a hurdle to navigate around that adds only negatively.

BPO - Brownfield Projects Organization
OP is painting a global organization with a single small brush, not all BPO regions are acting as OP says. Some are well run and staffed and competitively bidding large and small scopes. Some are not.
