New Employee Ranking System - thoughts/comments!?

What do you think about the new ranking system - more levels for a pay grade? And about 80% or more are assigned to the lowest pay grade.
Factor in the lower than prior years review rating. An invitation to leave?

There is some mystery around how employees were assigned to the new levels. Some were promoted to the next rank with average performance ratings. It could be a direct reflection of their current compensation, not sure. Others were placed in the lower levels regardless of good performance ratings. It seems that those who moved to the next rank were fortunate to have a really good manager behind them.

Ranking system in a down market? How about all these clown managers get tossed into the street. They are protecting their big salaries and bonus checks. They are all smiles and making $$ hand over fist.

Here an idea , employees should be able to rank their manager monthly. Such as is knowledge, is motivational … etc .
