There are a few XBS cores that have been doing this for many years and have proven to be very successful so my understanding they are trying to have all the cores doing the same.
I’ve heard it’s a complete S**t Show and all the work is being dumped on the few cores that offer these services today
I checked out the offering pages. What a joke. Some of them (security) clearly indicate both a lack of domain understanding and the hand of an out of touch CTO who uses the word “disruptive” to identify pretty much anything he converses about.

Xerox can't even patch it's own servers since it outsourced to Wipro . There is a laundry list of security vulnerabilities that Wipro isn't even responding to. Wipro was also just hacked. They say none of their clients data was compromised, but who knows.
From Day 1, Icahn & Co. determined that Xerox's most valuable commodity is it's brand. Everything else is a cost to be cut.
I find this laughable. Xerox is going into the Security Consulting Business? There is literally no one left in the company with the expertise or experience to do this!
The post doesn't seem insulting to me. In fact, it seems pretty accurate. HCL and Wipro are the 2 main companies that Xerox is using for offshore services. BOTH are Indian companies. The post below just seems to highlight that fact.
Or maybe you weren't aware of all that.

The word we have is we will be standing up this service within the cores as some cores already provide said services or like you stated it could be that we are just the middleman for some offshore help desk
