I got a job offer that I'm considering. The pay is about 10% under what I make now but the benefits are much better. The only reason why I'm hesitating is the layoffs. I've been here long enough that my severance would be more than decent if I'm affected. I can't get myself to just walk away from it. I feel like whatever I decide, I'll end up regretting it in the end.

How would they even find out you started a new job? Unless you're on-site, remote work can totally get away with this
So, in order to get severance according to Intel terms, what exactly are the rules?
If you accepted a new job (and say Intel became aware of it), would that disqualify you?
Do you have to sign something that says "I have not accepted another job?"
When will Intel pay and when exactly won't Intel pay?
Your case is a no brainer my friend. Let me tell you exactly what you need to do step by step:
1 - Accept the new offer and give your start date as 1st October. (be firm on that start date telling your new employer it's for family reasons) Get a written offer in your hand asap (i.e., BEFORE 23rd August!)
2 - Take the retirement or VSP (whichever works out best in terms of numbers), stop work immediately and take a holiday until 30th September if you can.
3 - Get energized and forget about the past and look forward to a bright new start as of 1st October with your new employer.
4 - Don't thank me but be sure to pay this advice forward ;)

If you stay and go for the burial fees, you will be buried. Leave while you still have a choice.
This is why Intel failed; what a poor attitude. You gotta get your life together, dude.
That’s pretty’s pathetic, either choice going forward in your life will be regrettable… you need to define your life with another value other than your job
