Not sure what you are talking about. You seem to be clueless about what it means to be in management. As a director it is his duty to diesel against any policies that are inherently wrong. How do you think these hard working engineers feel when the credit for their work is stolen? When their work is not recognized? How is this even a policy? Is this director that dumb to follow such a policy??
I sees pretty much most of the Quic LA directors really unfair and sorta shady... They all need to be replaced starting with their VP person leading them... They are all suck ups, "yes sir" kind offer "leaders" .

If you are white trailer park bumpkin that wouldn't have been able to get a higher paid tech job anyway, and you are just pissed off that people of color are doing better than you, you are a grumpy mad white person and vote for trump. Finally, as you say, could be a managemenr instructed "policy"? Isn't being Director part of being in a management role? Is'nt a director supposed to have the guts to reviews ke a stupid unfair policy?
Let's stop justifying this. We all know this management sucks and is filled with unfair policies thoughout by mostly broken/corrupt managers looking after their self interest.

@utf: non-white American here and I agree 100%. I hate H1bs - they only look after their own kind (whatever their kind is, including europeans looking after only other europeans from same country). Americans look after Americans, no race/gender/etc discrimination (generally)

But I do agree with you on the fact that most of the folks at Q mostly in management level "usually making decisions to help themselves and more often than not, those decisions are not in the best interest of the company either". I know someone got promoted to director last year in Quic, who is supposed to be the POC for all issues related to Android. This guy has been literally (though subtly) " preventing" engineers from communicating directly with the external folks for all project... Giving a seemingly false notion that "he" is the owner of the projects and getting recognition for the eng work for it externally..... Engr needed to provide him with the questions and he would be the miediatoe... Seemed to me like subtle stealing of credit.
Why not allow engr freely communicate directly externally? Would be faster to resolve issues and good for Q as a whole, not to mention letting credit fall where it is due. Never understood the reason for vehemently preventing engr from communicating externally directly. Maybe there is some reason I am unaware of, but I doubt it.
Anyway this is just one example how things operate... Instead of working as a team and for the company, looking out for himself...

As a white guy, it's not about skin color for me. I'd be happy if we hired any race of person who was from this country and held our values. Too many of the H1B's come from third world countries that have no respect for others and who don't know how to work as a team. They are usually making decisions to help themselves and more often than not, those decisions are not in the best interest of the company either. They also many times have suspect degrees and skills.
To me, every time, I watch trump talking, I can't help but see some grumpy chubby angry boy, holding his breath till he turns blue. A kid that is very angry that things are not the way he would like them to be and is kicking and screaming at every one that mildly disagrees with him. Picking on any inadequacy (sometimes physical and sometimes their race/background), throwing blunt statements without any regard for consequence of his rants. All in all pretty childish.
I fear if he gets to be the president, America foreign relationships is bound to be jeopardized extensively and lord alone knows what the internal state of the country will be. Can't have a politician that is totally unpolitical in his communications.
I think any educated person can see through his strategy here. Feeding the fear and anger of his supporters to gain their votes. My two cents here
OP are you implying that there is some doctrine here in the US whereby anyone from anywhere in the world can displace any local and if the locals get left behind too bad for them?
