OP: He must not work at Qualcomm. When Qualcomm pays you a higher base salary, they have to send more money to the IRS every quarter. So they tend to pay H-1Bs about 5% lower than prevailing wage for people with same credentials and skills. The rest is RSUs.
IF you have an issue with that go get a degree in Digital Signal Processing, add VSLI course work, and undestand how to integrate 1billiion+ CMOS transistors into 11Nanometers technology silicon wafer and i'll get you a job making same money as well.....
