Hire an unexperienced VP who only cares about his gym schedule and appareance, hire a senior Director who does it have a clue about the department, keep multiple directors and principal engineers with no contributions, keep hiring engineers with no talent neither technical knowledge, in total a complete failure group who everybody recognize and see but no one do anything about it.

Every team is exemplar in its own right.
This is the result of cell phone market saturating and Q being unable to compete on cost/margin against cheaper Asian competition.
