There are a few managers who are really horrible to their team members. No one above leadership in the store has done anything about it. Who can we go to to make complaints and address this issue properly?

Report it and you will be gone faster than the offender. Just protect yourself by keeping notes, be respectful but firm and most of all, look for another job where the company culture is minimally to respect it's employees. Think about how it is in personal relationships, if someone treated you like that would you stick around? Be the bigger person hard as it my be.

Poor management is there by design. They are there to bully and intimidate you. This is the new corporate management policy for this decade. All these new MBAs get out of school and want to make their sociopathic marks. Once they raze the workforce and bankrupt to company, the next wave of young abusere will arrive to stake their claims. Cynical?? Absolutely. True? Toucan bet your self-respect and your career on it.
You need to have quantifiable data that suggests the tl is violating policy. If he or she is just a jerk who treats tm's like crap, you're SOL.
What region is this?
nothing you can do...
Depends what store you are at. Some stores will stop at nothing to screw over a team leader, no matter what the facts. As long as the team member builds their case against the TL and feels threatened the TL will be gone. Then again it's Whole Foods and different standards for different folks are the name of the game.

Be aware of retaliation.
Whatever you do be calm, collected and cool-headed - carefully chose your words, you want to come across as factual and low drama - do not water down the message, however - chose your words.
@ufc gave you a good advice.
You have two options. Call the hotline or talk to TMS and give them a written statement. Once you do that they are obligated to investigate.
