GE's sharp cut of spending cannot be acheivable with these high-salaried folks working at an org where no revenue is made. I think it is matter of time but dont know when it will be. Any clue?

I think it's rude when people leave en mass before the final blessing.
Even though Google translate from English "in mass" does produce "en masse" https://translate.google.com/#en/fr/in%20mass , I guess "leaving in mass" is not an english saying unless it was for someone have to "leave in mass" from the church. Also, GRC employee is not 99% not from US. If so, for 2000 people, then only 20 are from US.

Hey GRC folks ..don't forget if GE is broke up or the arms and legs are cut off (transporation, oil and gas) and sold ..there is not reason for researchers on GE corporate payroll. I suggest you get off your PH D arses and tell Vic to go F himself. Writing is on the wall. Unless you are supporting core business's (Aviation, Power and Healthcare ...they don't need you) .

If you truly are a good scientist, at this level, you have no issues finding a better job. Quite a few good people are hanging around still, among them are those who have pensions and are too invested with the company and some are sticking around for family reasons. Lots of powerpoint heroes here - those will be the last ones to let go, ironically.
It will happen sooner than later. Leadership is playing the money shifting game- using the assessed funds to temporarily reduce the hourly rates of the controlled grades ( S. PRs and PRs, ...) to look more attractive. He is also prepared for the impending shut down of the campuses - created more "Verticals" & "Horizontals" The "h"s will be let go end of the year if not earlier once the assessed funding runs out.
The verticals may be thrust into the respective businesses ( mostly Aviation, Additive and Healthcare) depending on the teams' programs. Th leadership& HR will play along for a couple more years doing these changes and disperse into Corporate if it survives) or oblivion with their fat purses.

Get the shaft with little warning
It's a true sham
You want to cut fat, start with the 4 people watching one person working in Schnectady. Talk about a bad culture, there are 3rd and 4th generation employees there that think GE owes them something because a father or grandfather got laid off 50 years ago. It's the biggest concentration of overpaid workers in Power Systems. They cut their own throats years ago, good riddance. You'll get what you deserve.
There is plenty more layoffs to come especially in areas that don't generate revenue. GE organization is a mess from middle management up. HR has John's ear and thinks changing the culture will make everything ok. What a joke that is. How much more effort is he going to waste on that bull crap. The culture was built over many years that JF was part of. Just keep cutting the fat and sticking with some consistent organization structure and then the culture will change once people have a clear path for their careers.
Soon hopefully, GE should really stop focusing on new products and innovation. If they could shift back to mass producing lightbulbs and electric ranges then it would give that box stacking robot more to do... which should free up even more wages also.
