Everything done around here has an end result of laying off more people. It's ridiculous.

It's really just a way of bolstering the hierarchies, ensuring that everyone is falling in line, and letting the shareholders know that something is being done. Everyone then feels good and nobody really does anything differently other than low level managers looking around for their next prey or target in their team that "they" deem needs improvement, to show that they are actively managing. So other than simply harassing the people that actually do the work, it doesn't mean much!
