Most of those req's disappear if you apply for them. Ghost positions.

No, none of those roles are reserved for H1Bs. PS: I have an opening in my team that we internally to US employee groups (dev engineering, TAC, AS, SE, Sales, and product management). Its not located in Raleigh, but is east coast based. Fun role, great team, Great pay (the pay is based on experience -- and yes I can pay up to a grade 12 level salary). It is an engineering position. We will hire experienced or EIC. Only 1 person in the entire US responded, and they ultimately didn't want to move to the east coast. We then expanded the internal advertisement of the position to a global level. I've received interest from 26 internal candidates from Canada, 14 internals from LATAM, 6 internals from the UK, 8 internals from China, 0 from India, and 1 from the Middle East. So I don't want to hear this c-ap on how the US jobs are all being taken up by visa holders. I'd happily onboard a qualified local internal US candidate tomorrow -- but literally almost nobody in the USA has applied. I'm in the process of changing the details of the requisition to include visa sponsorship for the right candidate (this was not part of the original req) because I can't get any interest here in the states. This, of course, requires additional finance approval, as does the relocation package that I will probably have to provide a foreigner to move here. So don't b--ch about no jobs and non-citizens taking all the work.
197 openings are reserved for those H1-B visa holder employee to apply Green Card. Cisco will say they cannot find any qualify engineer to fill those open positions, thus they have no choice but help those H1-B holders to apply GC

Folks, there are currently 197 positions posted in North Carolina. 56 are grade 10. 33 are grade 11. 16 are grade 12. 5 are grade 13. That’s a pretty impressive selection of openings for experienced people given the fact that an LR just happened and people have been encouraged to find new roles.
And for the dude who GF in HR got laid off... sorry but cisco has no shortage of HR people... that said there are 5 openings in NC, 1 grade 10 and 1 grade 11 (the Others are more junior).
The good news is: An HR person can go and work in any industry. Not the case with, say, an embedded systems developer. Or a DevOps engineer.

Face it, Chuck made a promise to get Cisco from 45K employees to 25K employees and the rest being part-time contractors. He's doing what he promised the shareholders.

1fak are you for real? Find other roles.....just like that huh? A lr in rtp and an opening in San Jose or Bangalore is not “finding another role” of equal value or a career growth opportunity. Nor is an existing job role at grade 12 and an “opportunity” at grade 8,
For last 5 years, every role is redundant in Cisco, till share holders get their money per quarter.
The people LR’ed this round were either in redundant roles in the same org, or were bottom performers. Almost everyone that was affected are able to find other roles...
this is different than the LRs of the past several years, in that there is no accompanying hiring freeze and open reqs weren’t required to be closed.
