That is the worst interpretation of a company's consolidated financials ever. Please stop linking to official documents and then go about misinterpreting them.

You obviously have no background in Accounting and/or even analyzing financials.

It's difficult to know exactly. There is a statement that says the restructuring costs are primarily for severance payments, so you have to assume that the money is going towards that.

If we see something like 2 billion set aside for "Restructuring" in FY2020 we know this means "employee severance packages" and yes it will be a "massive global multi-phase layoff. "

  1. RESTRUCTURING ACTIVITIES

Fiscal 2019 Oracle Restructuring Plan

restructuring costs recorded for individual line items primarily related to employee severance costs.

432 Million Total Expected Program cost

So last year was only a half billion and Oracle made the news with layoffs several times. Lets see what the year end FY2019 10-k reports is coming for FY2020.

According to TI about 24,000 have been laid off since 2016. That plan started with 1.1 billion and wrapped up with 432 million... so 1,532,000,000 / 24,000 = 63,833 avg severance package cost. My guess is way more than 24,000 were let go and the average package was really much lower.

But its a number lets say 64,000 per package. All we need is the restructuring cost for FY2020 and we can work into the real layoff numbers.

Say its 3.64 billion... that would be 3,640,000,000 / 64,000 = 56,875 employees. And yes that would be truly "massive" for 140,000 employees. That would be 40% of the company and take Oracle below 100,000 proving beyond doubt the "tinfoil hat brigade" was right all along.

No massive layoff? I have friends whose services terminate July 15th. How many are out there? How many may join them on August 15th, or September 1st.
