I have had 7 line managers in 2 years, some have left others just moved around, how is this helping the company?Not had 1:1 or appraisals in that time (pointless if I did) no pay rise,capped bonus yet cost of living goes up year on year, moving the chairs on the titanic is a great analogy!

About one every other year for 20+ years – so about par from what I've seen.
3 managers in 3 years. No 1:1 to review performance, and Taleo goal setting and appraisal was all done on the same day, after MIP was decided.

My current manager is in denial about the state of things. I honestly wish they’d ax him.
GIS here and I've been very fortunate; three managers in the last 10 years (I changed roles and then departments so manager changed with each). For the most part, we have had regular bi-weekly one on ones, end of month stuff and vacations not withstanding. No one in my department has been rebadged and we continue on "normally", but the morale, temperature and all have drastically changed. We all are just waiting for the next "bomb" to drop.

Two in 15+ years. Don’t see the point in doing reviews or setting goals when it doesn’t matter and there’s a pay freeze.
Isnt it mandatory for everyone to have a goal plan with a mid year and final year review with their manager?
Or does GIS not bother doing that?
It sounds like you are outlining fantastic reasons to leave the sinking ship.
