It is slit throat politics especially in India and Indian leaders do more politics than work. They do not think for Cisco but think for their credibility, success and fame. CIO has made name for outsourcing and offshoring jobs. In coming days, base in Bangalore/Hyderabad will be increased with blood bath in US. One more layoff announced soon, stay tuned

Prediction products are not deliver enough profit margin , Cisco will not do in house, this situation will impact India site in near future.
Core product development occurs through M&A at Cisco. San Jose and India handle product maintenance.
Cisco never really understood how to properly leverage offshore resources. It doesn’t make sense to own the resources, brick & mortar offices, full time wages and benefits packages, offshore. Especially in India. Offshore resources should all be part time contractors leveraged when needed.
Further, core product development should never happen offshore.
Except the LR bit is true... just wait and see.
