As a 10 year sales SE veteran at Cisco I can say that every August is a given; the question is how much is cleanup from purchased companies versus true re-organization or layoffs.
January seems more focused on cleanups than major changes.
As others have stated, in smaller scope I am sure there are ongoing "tweaks" - it is a rather large company.
I have never felt as though an axe were hanging over my neck. Frequently there are changes in your focus - region, manager, vertical, and/or products you cover.
Change is never easy.
I was surprised at the size of this one. I have a new manager, am now tied to multiple salespeople, and added 2 product lines.
I can also say I heard about 5 prior coworkers today and 3 of them really surprised me while I am confused as to why a related coworker was retained.

The big ones are Feb and Aug (+/- 1 month). The little ones are monthly.
When I went through it in 9/17, I looked at the outsourcing info wiki and it was clear that the info was updated for each month. As soon as one round is done, the next one starts... Keeps HR busy that way.
Sometimes 3+ times a year. It's hard to say because the rounds keep getting smaller so they go under the radar.

You can expect some bit of re-org every quarter. The big ones though always come at the end of the FY. Best of luck to you.
In this environment expect yearly at the least in August. Worst is every 6 months.
