Here's how internal job openings work after a LR. Let's say for example team A has two people effected. One is a low grade and the other is a high grade. Team B has 3 people let go. On chopping day all five people receive notices. Now what happens is team B now has three positions to fill but not the salary to pay three people. So what happens is they combine two of the reqs into one high grade req. The hiring manager then says I really like the high grade person who gets laid off from team A. This individual is then hired right back to Cisco on team B. End result is team A still loses two people and team B loses one position they can't backfill. Sometimes this shuffling happens before papers are served. Managers and directors will get together and see who all is being effected and then shuffle people they like around. End result this way is when papers are served it's to those not liked as much or the unlucky ones who are liked but simply no position anymore for them. I work in marketing now but during the time I spent in San Jose working in HR this was the process.

When someone is LRd, management cannot backfill the exact same position or grade. Afterall, the reason for the LR is that “function” is not needed. Management can, however, backfill with a lower or higher grade AND tweak the job description ever so slightly so that it’s not exactly the same.... but it really is.

As someone in a director role this posting is spot on. I will add a little more. Let's say there's a Sr. Manager with 12 reports. During a restructure 3 employees are LRd and 4 move to a different team. This leaves the manager now with 5 direct reports. This puts them in the danger zone. What often happens is the manager is then let go as well. Nothing to do with performance. Instead due to the decrease in direct reports the position is filled with a lower grade manager.
