Anyone know about outages with managed cloud services? Have been hearing about customers notifying Oracle of problems with cloud and autonomous dbs, they bring in consultants who don't tell them anything and then get billed and told it's fixed

That makes no sense. Are you saying that if an OMCS customer system is having "problems", Oracle? brings in consultants and then bills the customer? Where does oracle bring them into? What customer would accept that? Show some proof or details.
I’m from OCI under transition from CW org. I will be laid off on August 14.
Would not surprise me one bit... they don't publicly show any uptime stats/notifications like other major providers do as they know it is all built on a foundation of sand.
