It was about the roll out of the new benefit/vacation plans. They are waiting till less people are angry about the layoffs. A lot of people will be upset when they find out how much time they are loosing and how much benefits will cost for next year.

Probably thought it wasn’t in the best taste to make an exciting announcement a mere day after laying off 110 people and losing the CEO
