I've seen this analogy here many times. Some people describe things as too many chefs competing for the little bits that are left. Some people say there aren't enough chefs who can dream up anything new, Oracle mostly copies what competitors are doing and then the cooks at Oracle can do the simple work of duplicating some functionality.
In my group it was a little different. There were no chefs besides the sociopathic manager. He ruled all, even down to the details of how everything was cooked. The developers in his group were relegated to KP duty only. Total disaster, micro-management from a sociopath.
