DPAS priority doesn't matter if you can't get parts to complete repairs.... PHX gets priority of allocation, so let PHX build the engines and they can deal with the DPAS fallout

Original date was June 30, pushed out to Dec 20. Horribly behind schedule. Will IMPACT military customer dramatically. Awful planning and execution.
