As one of the many who have been LR’d, I can’t emphasize enough how bad of an idea it is to reapply. After a knee jerk, desperate try to come back, I stepped back and considered, not just “what people did they lay off?” but “what people did they keep?”

Yes but with restrictions. you can be back anytime as regular fulltime (blue badge), but you need to pay back pro-rated package if within 5 months after your termination date. and for contractor (red badge) there's 6 month 'cooling period after your termination date.

That is only half true. Blue badge can NOT come back after being LR'd by paying back the pro-rated package. Once your employment ends, you fall under the same 6 month (180 day) cooling period (or black list). If you manage to find a new role before your employment is ended, you can move to a new role and "dodge" the LR and you give up the severance package. But there's nothing pro-rated about it.

I left Cisco under a LR about 7 years ago.
Let me first state that my package was pretty good, but like others said Cisco is focused on taking care of their bottom line only, not taking care of the personnel that works for them. Wall Street has expectations and Cisco falls in line to try to meet those expectations for share holders.

Never think any company that is accountable to Wall Street has the employee's interest as their primary focus, the street helps them dictate that focus. Some companies out there understand it's hard to find good employees and try to re-purpose the good employees, but most companies find it easier to just pay out to move the LR recipients out and give them enough $ to tide them over until they land elsewhere.

One thing I would suggest to anyone working in a LARGE company that has annual / semi-annual LR's. Always keep lines of communications and feelers out into the community you work in. Always have a backup plan, never think you are going to retire with that company cause the likelihood is very low. Companies are not LOYAL to the employee, but expect your LOCALITY, which is self serving to their needs. It's not a matter of "IF" you will be LR'd, it's just a question of WHEN.

One thing to understand, when companies becomes large like Cisco, IBM, Dell, etc... There are groves of accountants that are always looking for ways to bolster the stock price and only consider the $ amount required to help the performance in their earnings reports. They don't look at the employee, they look at a number and what it takes to meet an eps number to help for softness in the numbers.

Always keep a door cracked somewhere in your zone of expertise outside your current employer especially if they are a public traded company, Be LOYAL to yourself and family first then your company.

Yes you can. I was taken out along with my entire BU in the big round of LR's in 2016. I returned in June of 2019.

I got my LR in last Sept with a nice package. enjoyed 6-months off with my family. I just got rehired in Feb with a signon bonus and a nice raise. so it's not all bad.

If you are LRed there is a stipulation on when you can reapply either as a red or blue badge. But... why do you want to do that? Leave CISCO behind and this is a perfect time to work with different people, in a different culture and in a different company. There are so many companies that are way better than CISCO.
