Regardless, HBA is being used to eventually transition to layoffs/outsourcing. Corona will be used as a convenient excuse.

Nope. HBA is the goal virus or not. You lower operating costs, break up and separate employees so they don't know what is going on and can't unionize, and it offers a clear path to offshore outsourcing. HBA is going to happen regardless. Unfortunately for people who take HBA, it is only phase one of a multi phase plan to outsource those positions entirely.
Pretty sure if the number of people infected and dying keep growing they will have to do HBA or consider closing centers sooner.
No chance. May create some kits for at risk or impacted workers. No plans beyond that.
