I know a few years ago they eliminated the entire IP division. Will they be doing something similar again?

HQ jobs are all different though. Each department will be under pressure for cuts.

Yes, Macy's is a bloated mess despite all prior downsizing. Macy's expense:revenue ratios are terrible in contrast to retailers that are succeeding. This is what happens when a company doesn't grow & has no viable strategy for growth - they cut expenses.
With the anticipated strategy to be focused on downsizing, safe to assume no department is safe from budget pressure.
