Services: External Job Postings aimed at replacing current staff

Heard this directly from a friend, ex-IBM, who was told this by a recruiter:
Many external job postings in Services are aimed at replacing 1 for 1 some staff currently at IBM. The recruiter told this to my friend as he was interested to bring my friend back to IBM (he left and took many clients with him) and my friend left due to conflicts with some people at IBM. The recruiter flat out said that the people he clashed with were planning to be replaced by these job postings.
Wonder if anyone else has heard this.

I was told by a recruiter they were prohibited from even interviewing ex IBMers, FT or contractor.

I left last year along with half of my team, and a few months ago we all had a recruiter contact on LinkedIn for postings for our old jobs. I had nothing to lose, so I politely told him there was no way I’d come back unless the manager was replaced. He said that’s what other candidates had said. At least we all were honest!

Will IBM even hire someone they've recently laid off back? I heard there were some changes a year or two back by Ginni and team about this. I know in the past, some people would come back as contractors in the same job they were just cut from. Not sure if that happens now or whether coming back to a perm role is different?

OP here. The recruiter was an IBM employee and I know he works closely with people in my region on hiring decisions. Also these are for associate partner and up level roles. My friend was specifically asked about his sales #s, etc and told there would be strict metrics he would keep if he returned. Made us both think they are finally forcing out underperforming leadership. Just so happens that the people my friend clashed with are not helping to grow the business, hence why he clashed with them and eventually gave up and left.

@1rtm we all got the message about GTS as it was loud and clear in the earnings call, don’t need to post it on every thread.

The CFO told you last week who he was going to cut. Low margin, perform employees are in the cross hairs. You can refine that even more by saying “first world employees”. If you really really want to refine it, he actually said this too. GTS employees He could not have made it easier. If you are not in cloud GTS services, you will be put under the microscope and most likely be reorg’ Ed or spun off. IBM doesn’t see the perform part of the business as being strategic. If they really want to reshape the company they will apply the same microscope to cognitive and GBS too. The bean counters including Bain 18 months ago told them they were way over manned and that changes need to happen IBM’s strategy is All things cloud including porting the legacy to some form of sustainable cloud. That’s it. You don’t have to think any harder than that

The recruiter knew specifically who at IBM would be cut? Not likely. FLMs don't even know until very late.

Why do you spend 34 billion. To change the strategy. What does that result in if you want results. Change the folks who have to implement the new strategy. Are you starting to see the dots connect? IBM’s old strategy is dead, and they have embarked on a new path. That means a new management team
