Burn Rate?

I know U.P. has a lot of Math teachers so can someone explain this to me? Like write it out so i can understand how to solve it. I want to get a better understanding of what my goals are. I'm serious guys.

Burn rate as far as car dept is as followed... inspection hours + repair billing hours ÷ man hours = burn rate. Example: 1000 inspection hours + 1000 repair billing hours ÷ 3000 man hours = 66% burn rate

Burn rate= size of joint divided by time. The larger the burn rate the tolerability of illiterates increases exponentially. It’s in all the books.

No one knows what the actual goals are they changed daily, and the people making them don’t know either. Best guess is pump the numbers till they can’t pump them anymore or at least till someone catches them in the lies they’ve been telling.
