Any managers rated performing get any less than 100% of their target sti?

This is not true for this years STI and BPI payouts as both were calculated by HR. Managers had no input into changing either of these two figures. No longer rob one employee to pay another
Only input was determined by who was classified as Leader vs Performing

HR has guidelines on the range for STI. For Leading rating, there is a higher range and for performing, that range is a bit lower (I believe it is 85 to 105% of your target for performing and goes up to 120% for leading). Managers have the ability to allocate within that range. HR wont question that as long as they can be justified. In one case I know, HR intervened when a manager assigned 0% for an employee that left in December and in the end he was awarded some pro-rated STI. Many managers try to allocate as close to the target as possible but some can be mo–ns and pile all the money towards their favorites!

It used to be prior to this year your manager had the ability to take away money. This year HR took control after many complaints.

In the past manager can thumb you down, my manager used to give me only 85% - 90% of target STI, because he said my base pay is higher than other teammates, he needs to redistribute the wealth. :( who knows !

STI and Merit payouts were actually calculated by HR compensation not your manager input. Only exception is Leadership rating pays more than performing, but no one should get less than 100% UNLESS your are not performing, or prorated for not being in your current assignment all year.
