Heard there was an HR hiring freeze. Is this true and if so, any idea when it will unfreeze?

Almost every company has cut way back on hiring - the shutdowns have reduced revenue and income so it's a cost saving measure - not a complete freeze but close enough.
My team has an open position for replacement, so I guess it is not frozen?
