Why wouldn't they lay people off? If they don't take action to lay people off and reduce their expenses then the whole company could go under and everyone will lose their jobs.
If the demand for their services has evaporated and no one is drilling because there is too much oil, then there is less need for employees. They aren't going to pay people to sit around and doing nothing.
