My bonus was a lot lower than last year. Even accounting for the 25% part, it was lower. Anyone else know what the deal is?

Tax might be the answer - with recent changes to the US tax code. You should get 25% in the first payment. So, salary x percentage / 4.
The mid year bonus is based off of a set formula. If I recall correctly the individual performance number isn't taken into effect until year end bonus. Mid year bonus is all about your grade and the bonus percentage associated with it. Hence the answer is uncle Sam.
