Who wants to risk being laid off? Who wants to live with constant uncertainty and the stress that comes with that? Those with top skills are going to go elsewhere. Expect key people to leave in the following months. Why wait until the hammer falls again later this year????

Layoff or move the head of Canada Rola to the Middle East.
Realistically, Women are bad managers - no leadership skills, no team building skills just think about getting ahead for themselves. Sales are down.
I guess she earned her role because she complimented previous head of Canada from UK on her shoes. What was Executive Leadership thinking when they appointed her? Her shoes.

In the current work from home covid19 environment, I don't recommend leaving on your own anywhere. Sure - update your resume, start networking and backup your "go files", but Cisco is a generous company in terms of severance. If you ultimately do get cut, you'll still walk away with 3-5 months of pay...and you'll mentally be prepared for the shock of being cut. That said, don't go in a holier than thou huff and think it will be easy to find a new home. Covid makes interviewing cycles much longer.

The long comment about furloughing was eye opening. I had not realized that furloughing was yet another for a company to screw it's employees as it pushes them out the door. I hope however that this would not be legal in California where large layoffs require 60 days notice.

Companies can't do that. They can however, decide to let you go after the furlough starts and pay you the minimum the law requires in lieu of notice. Cisco, being headquartered in CA, would have to give 60 days pay. In order to avoid a lawsuit, they'd just give those people the standard severance package.

What other companies do is up to the other companies.

I had a company furlough me for 2 weeks. I was p-ss-d off about being furloughed, so I started looking for jobs with no intent of returning. At the end of the two weeks, I was brought back for 1 day to turn in my badge, clear my desk, sign termination paperwork and pick up my final check which included my pay for the 2 weeks and 8 hrs for the termination day. Because it was LA, the state, not the city, they were only required to pay 2 weeks in lieu of notice.

I almost took a job at Cisco after a layoff. After rounds of interviews for a RFT position, at the last minute they turned it into a contractor position. Because I needed the income I accepted. They knew very well that I had several other offers about to come in as well and as a contractor I would walk away at any time. Well, the offer I was hoping for did and it was 5:30PM on the Friday before I was to start on Monday. I called the contract agency telling them not to expect me and that I accepted the offer. I am glad I did because it is a much better environment. I am sure I would have already been gone as a contractor at Cisco.

As for top talent leaving, I would not count on that in this new economy. I could see if they had a job offer already, but all tech companies are frozen on hiring. They are all planning their layoffs. The first targets will be white males 45 and older. The next targets will be those that demanded higher salaries due to the job market. I can also see Cisco and other tech companies in the area to use furloughs to avoid severance packages. It would not be a layoff because they don't have to declare it. Thy furlough the workers indefinitely and then just decide to not bring them back. I can easily see Cisco, IBM, Lenovo, and others doing this. It will save them very large sums of cash. I have already seen it with some friends. They were furloughed. When they were given the little package, they were told to make sure they take anything essential home. After checking, their access, email, badges, and everything else are shutdown. They have 0 access. Any in the tech industry knows exactly what that means...they are done. And because they abused the CV19 furlough as the basis, they are not laying off the workers. They are just not bringing them back after the furlough.
