His boss is a network guy who doesn't give a rat's patootie about IT, only his engineers.
And you shouldn't have to guess what people are trying to say. Grammatically challenged is being nice. Of course, I've seen worse - and not a director or VP.
I think what our grammatically challenged friend is trying to say is that Shanks is an incompetent leader and he needs a boss who will hold him accountable for totally ruining IT and costing the company hundreds of millions.

Because Shanks is a complete package; a loyal company man who will do his master’s bidding without any questions! If things go wrong, he could be blamed; and more importantly he doesn’t have any higher aspirations! He just wants to warm his seat for few more years but I heard that he is getting tired and becoming a bit disoriented as well!
