Reposted jobs are for non-us only. What he obviously meant is let other counties workers compete for ‘job opening’. US need not apply no matter what your skills are.
They always say that. But they don't say managers have been ordered not to interview for those positions. So you can look all you want, there is nothing to find.

When IBM is giving people a chance to stay, the terms are 90 days to find a job, then 30 days severance. 30 days to find a job is it what a colleague RA'ed under those terms said many years ago: the airlock model. 30 days, then launched out.
