This morning we were told that around 2000 positions of need opportunities in phone service in different departments are to be offered at reduced pay to those RIF instead of severance settlements. Accept or quit on your own meaning no unemployment.

You can't be offered a job if you don't apply

you cannot be told to take a job for less money, if you apply for a job that is a band below where you are now and take that job that is your choice.
What if there too many people doing your job, would you have to take a call center job for less money or get severance ?
lift and shift means your job is not being eliminated you will just be reporting to a different person, lifted and shifted to a different manager

This is not correct, if the job is being eliminated you can apply for other jobs or you can just go, in a job elimination the company cannot legally make you apply for anything.
If your job is a lift and shift and that includes some of the job changing then you have to stay or just quit.
That's unlikely true. Typically you can apply to a job that's posted, but the goal is to reduce staff so there won't be a position for each person.
