I know of 2 IBM layoffs where a bunch of 20-somethings were hired and all on a project that never existed. There were about 15 that I knew of directly. I manage project budgets for capital and expense. Sitting in different meetings watching a bunch of people that have never been on a project and no real education trying to find a place to start. There were no business requirements, no project objectives, and these 20-somethings thought everything was glorious. I wasted 3 weeks of time in these random useless meetings. Then the RA happened. In total, there were about 100 of these people hired and fired. It was cheaper to hire a bunch of 20-somethings for 3 weeks, lay them off, and reduce the average layoff age from 55 to 42. They were all devastated and I even told the "Exec Project Manager" what she was hired for. She had no project manager experience. She was an Executive Project Manager and her salary was $36k. She had no clue what a project charter was or anything about managing a project. But hey, in 2008 or 2009 they were able to get the average age lower for no real money.
