@OP Maintenance can mean different things. You need to narrow it down.
For MoW, contractors have been doing major work for a long time, especially in the southern region. The mechanical department has also had a lot of their work outsourced to contractors. The only place where you won't see outsourcing is at the executive level, for obvious reasons.
