Could currently being on a performance improvement plan increase your chances of getting laid off?

Maybe...but until then keep working at improving..you never know they may keep you after all...
If your team is critical or you are short several resources then you may be ok
They said performance was only for 2018-25% & 2019-75%, is the plan you are on for your 2019 performance. If so then hope some of your peers are also a plan.
Count on it. That’s an easy call for the company.
