Thread regarding AT&T layoffs

Does AT&T fall under the Private sector or Public Sector?

Apologies for question of topic not regarding layoffs. I’m wondering because in California AT&T is regulated as a public utility. Is AT&T covered under the Families First Coronavirus Response Act at least in California?

On the wired side, I thought all of the old pots, sonet, & D4 stuff was regulated but the VoIP, uverse, and switched Ethernet services were not.

Private sector, even in California. A good indicator is if you can buy their stock, even as a California resident.
