Who is doing the country-by-country headcount "study"?

Many times over the last few weeks, we have seen emails from management about the ongoing employee headcount study? This is being externally as well as noted by comment from the company, "Until other study work is complete, it would be premature to draw conclusions for other countries”. Who is doing this "study work"? Is it consultants or other employees somewhere? Anyone know?

They put together a “team” I’m sure LOL. I cant but laugh when I hear those words. It reminds me of the team we put together to design the campus. We were told they toured over 100 facilities for ideas yet I looked at photos of the Shell campus and couldn’t believe the resemblance lol.

If you ask the managers, it’s the consultants.

If you ask the consultants, the managers gave them the desired result and they’re just building the analysis to reach it.

There are certainly consulting specialists for this type of analysis.
ExxonMobil is utilizing this external skill-set.
Probably the most expensive.

These types of consultants have been around for decades.
